// (Reuters) – Following are actions President Barack Obama ordered on Thursday to address the breakdowns by U.S. security and intelligence communities that led to the failed bombing attempt aboard a Detroit-bound U.S. plane on Christmas Day.

* Ensure that intelligence reports are distributed in a timely manner.

* Improve how watchlist information is entered, reviewed, analyzed, and acted upon.

STATE DEPARTMENT

* Review the processes and criteria for issuing and revoking visas, with an emphasis on counterterrorism concerns.

DEPARTMENT OF HOMELAND SECURITY

* Pursue enhanced screening technology and procedures while taking into consideration civil liberties and privacy rights.

* Work with the Justice Department to develop long-term law enforcement requirements for aviation security.

DIRECTOR OF NATIONAL INTELLIGENCE

* Clarify and reaffirm the responsibilities and roles of the intelligence community for counterterrorism analysis.

* Enhance intelligence analysis.

* Accelerate technology improvements that include integrating databases, cross-database searches and the ability to correlate information about individuals with terrorism-related intelligence.

* Ensure resources are focused on strategic warning analysis.

NATIONAL COUNTERTERRORISM CENTER

* Set up a process for prioritizing and pursuing “thoroughly and exhaustively” terrorism threat threads, including identifying follow-up action by intelligence, law enforcement and homeland security authorities.

* Enhance information in the “Terrorist Identities Datamart Environment” database, which includes more than 500,000 names, to see if people need to be added to watchlists.

FBI/TERRORIST SCREENING CENTER

* Conduct a thorough review of the Terrorist Screening Database to determine the visa status of all “known and suspected terrorists,” beginning with the No-Fly List.

* Develop recommendations on whether guidance for nominating people to be placed on various U.S. watchlists should be adjusted.

NATIONAL SECURITY AGENCY

* Develop a training course to enhance analysts’ awareness of the watchlist processes and procedures.

NATIONAL SECURITY STAFF

* Conduct an interagency review of the systemic failures that led to the December 25 failed bombing attempt to determine what adjustments need to be made and clarify roles and responsibilities of the various communities.

* Conduct an interagency review of the watchlisting process.
